Defence contractor jailed for bribing army captain

SINGAPORE - For bribing an army captain with the Singapore Armed Forces (SAF), businessman Yow Wah alias Richard was sentenced to eight weeks imprisonment.

The 59-year-old managing director of Certified Aerospace Singapore admitted in court today to two counts of giving cash loans of $28,000 and $12,400 to Phua Poh Sim, 32, on May 3 and June 28, 2008, respectively.

The cash bribes were in exchange for confidential information relating to SAF military projects, which Yow believed would help him secure business opportunities.

According to The Straits Times (ST), Yow met Phua through a colleague in 2008 and after a few KTV sessions, Phua told Yow that he was in need of a loan of $28,000 to pay off his debts.

After consideration, Yow agreed to loan Phua the sum of money.
On two occasions, Phua went to Yow's home and was handed the two sums of money in 2008. In return, Phua handed Yow a set of documents containing confidential information relating to certain potential SAF tender projects.

However, defence counsel SS Dhillon said his client did not benefit from his association with Phua and neither did he place a single tender for any military project, reported ST.

Yow, who had three other charges considered, could have been fined up to $100,000 and/or jailed for up to five years on each charge.

Phua, who was a SAF scholer, has been dealt with.
