I found today on xinhuanet.com, the PRC official news agency, that the PRC govt had punished corrupted officials who tried to accept bribes through complicated attempts to exploit legal loopholes to escape punishments. These methods are CREATIVE and DEEMED VERY LEGAL. But the corrupts did not manage to escape punishments - which in PRC can easily and usually mean a bullet from the firing squad.
The reported loopholes in the above report and other reports that I have read this week, are from recent high profile cases. A medical drug bureau chief had been lucratively selling professional medical books at very high price, this is a legal form of income under Chinese and even Singaporean laws. Medical suppliers and drug makers had to please this corrupted bureau chief by purchasing many copies of these expensive professional books - which are totally relevant to their line of profession. But this smart cover still got blown and the corrupt is now on trial in PRC court.
There are other cases of corrupted PRC officials, found to be legally making lucrative profits out of purchasing and selling high priced art collections. The law in PRC now revised that any such gains or profits by selling high then what the officer had paid for any these arts or properties is recognized legally as a form of corruption.
To connect this revision of law to famiLEE LEEgime's notorious case of HPL corruption scandal Lee Kuan Yew's son Lee Hsien Loong when serving as Deputy Prime Minister had purchased below market prices 2 units of luxury mansions (Nassim Jade if I recall correctly) from a developer related to his own nepotism ring. For attempting to expose this scandal famiLEE sued Mr. Tang Liang Hong a Workers Party Parliamentary Candidate who contested Cheng Shan GRC with late Mr. JB Jeyaretnam. This form of corruption is now officially recognized as a punishable crime of corruption as declared in Chinese court of law.
To abuse the court as a tool for corruption, the PRC corrupts had made complicated arrangement so that they can have legitimate grounds to sue their interested parties in court for huge sum civil suits from which these corrupts will get judgments in their own lucrative favor. And collecting these court ordered payments are fully legitimate while however it is indeed just covered up channel arranged to collect huge sum of bribes. Isn't that smart? But then they did not managed to escape punishment eventually when the Chinese people found out!
